Leonel Alberto Alves (b. 1957) is a Macanese lawyer and politician. He served in the Legislative Assembly of Macau from 1984 until 2017 — across the 1999 handover — and was First Secretary of the Assembly. He was deputy director of the Macau Basic Law Consultative Committee, a member of the SAR Preparatory Committee and the first Government Selection Committee, joined the Executive Council in 2005, and became a member of the national CPPCC in 2008.

Background
The Macanese (土生葡人, Macaense) are a community that over centuries blended Portuguese and Chinese ancestry and culture in Macau. Born in Macau in 1957 to a Portuguese father and a Chinese mother, Alves is a quintessential figure of that community. I. Legislator (1984–2017)
Alves served in the Legislative Assembly of Macau from 1984, holding directly elected and later professional-constituency (indirectly elected) seats, his tenure spanning the 1999 handover across more than three decades. From 1996 to 2009 he was First Secretary of the Assembly and took part in a large body of legislative work.
II. Executive Council and the CPPCC
