Background
Ng Kuok Cheong was born in Nanhai, Guangdong, on 26 September 1957. He completed secondary school at Yuet Wah College in Macao, then read economics at the Chinese University of Hong Kong, earning his undergraduate degree. After graduation he worked in banking. In the late 1980s and 1990s, as Macao entered its handover transition and civil society developed, Ng entered public affairs and became one of the early organisers of Macao's pro-democracy camp. His training in economics meant that, throughout his subsequent legislative career, he focused heavily on public finance, budgets and government expenditure.

Ng was the founding chairman of the New Macau Association, whose central platform was the election of all Legislative Assembly seats and of the Chief Executive by universal suffrage, and which formed an important organisational base for Macao's pro-democracy camp.
