Background

Rocha Vieira rose through the Portuguese Army to the rank of general over a long military career. Before his Macau posting he had served as Chief of the Army General Staff and, from 1986 to 1991, as Minister of the Republic for the Azores — a senior official with both military and administrative experience. In 1991 he was appointed Governor of Macau, taking charge of the territory during its transition period.

I. Governor of Macau (1991)

Rocha Vieira took office as Governor of Macau on 23 April 1991. By this time the Sino-Portuguese Joint Declaration had been signed and Macau had entered the transition period before its return to China; governance focused on maintaining social stability, advancing infrastructure, and coordinating the handover with the Chinese side.

II. Governing the transition (1991–1999)

During his tenure Macau pursued several infrastructure projects and worked through transition-era questions such as the localisation of the civil service, the localisation of the legal system, and the official status of the Chinese language. His eight years were among the longest governorships in modern Macau history and a decisive phase of transition-period administration.

On 20 December 1999 the handover ceremony took place: Portugal ended its administration of Macau and the Macao Special Administrative Region was established.
