I. Early business career
Born in Macao in 1951, David Chow built businesses in gaming promotion, tourism, and property in Macao from the 1980s and 1990s, gradually establishing the family enterprise.
II. Fisherman's Wharf and Macau Legend
In 2006 he led the development of Macau Fisherman's Wharf — Macao's first themed tourism and entertainment district, featuring Greek, Roman, and Caribbean architectural motifs. He went on to found Macau Legend Development, which included the Legend Grand Canal and Babylon Casino, and was listed on the Hong Kong Stock Exchange in 2013.
III. Legislative Assembly and stepping down
