Historical Context
Since the Handover on 20 December 1999, the Macao SAR has been led by four Chief Executives, each shaped by a distinct political moment.
Edmund Ho Hau Wah served two terms (1999–2009), establishing the SAR's foundational institutions. followed (2009–2019), pursuing economic diversification. took office in 2019 and steered the SAR through the COVID-19 pandemic, becoming the first Chief Executive with prior legislative experience and a full career under "One Country, Two Systems." In 2024, became the first Chief Executive drawn from the judiciary, anchoring his platform in clean governance, rule of law, and public-administration reform.
